Someone is offering me a Supermicro 4U 36 Bay Storage Server Xeon 20 Core 3Ghz 256GB X540 10GBaseT. It has 2 xeon 10 core cpus, 256gb of dd3 and space for 36 drives. They want $500. Do you think its worth it? I use mostly Plex and *arrs that go with it. Sometimes 1 or 2 vms.

Given that use case I would say a definitive No it will not be worth it.
It will draw a ton of power, have low single threaded performance, and nothing you mentioned would come remotely close to using the capacity of a server like that.
4 - 6 cores 16GB - 32GB RAM and 1Gpbs - 2.5Gpbs network will likely be more than enough for your home media server.

agree with Ian on power draw and the use for mostly Plex and for 2-3 VM’s, the NK 6.0 Guide link he provided will work for what you need with some overhead.
