Plex Server PC Build Help Please

Hi guys, a friend of mine is deciding to buy a Pc and wants to know if it will work well for plex with all the parts chosen or if it is overkill and if so what changes would you make.
He plans to have 1 local user and 10 remote users streaming at the same time most of the time mainly in 1080p. Will these parts be good enough ?

Looks a lot like a gaming machine.

I see. I don’t think he plans to do much gaming on it from what I know but will it be a good machine to handle plex ? Or only for gaming ?

then why the 3060 and glass and rgb?

Way overkill for a plex server. Both in cost and power usage. Will totally run plex fine though.

Way overkill for a Plex server. Keep it simple and go for a Intel CPU with quicksync to handle the hardware transcoding (no need for RTX GPU or Ryzen).

My new Plex server is arriving today - a used HP ProDesk 600 G4 sff (i5 8500T, 6 core), 16GB, BYOD for $300 used on Ebay. Media storage will be handled by my old Unraid/Plex server.
