Have you looked at the OTiS / QuickSync guides? There are way better options for Plex than AM4.
Well the reason I was considering AM4 was also the high core-count to run VMs, Guacamole, Radarr, Sonarr, Apache, etc as well. I am also considering gettinga Quadro video card for transcoding (rather than use RAM transcoding)
