Build advice for a new virtualization server (Canada)

Hope everyone is doing well.

I want to build a new virtualization server with the following characteristics. Hoping to get constructive feedback from the knowledgeable people on the forum.

  • Budget $1000 CA (Canadian) before tax
  • Experience level with building servers: zero
  • Experience level with building PCs: Intermediate
  • Purpose of the server
    • Build a home lab to learn virtualization, docker, different operating systems and in the future, build a dedicated penetration testing lab.
    • Run a couple of dedicated Minecraft servers using Ubuntu Server as the host OS (operating system)
    • Run Windows 10 and 11
    • Run Pop!_OS as my daily driver for 3-6 months.
    • Run Linux Mint as my daily driver for 3-6 months
    • Run a dedicated syslog/rsyslog servers

Requirements

  1. Must be able to run 8-10 virtual machines at the same time.
  2. Must have (IPMI) Intelligent Platform Management Interface
  3. Not a rackmount
  4. Minimum 65GB of RAM
  5. Allows PCI passthrough
  6. Should be able to handle gaming (Unreal Tournament 2004, Quake, Doom, Half Life, Counter Strike, or similar titles) in the future.
