Can you help me build a CPU please

Hi everyone, Im a newbie here , and I never made an CPU for my self before, Currently I want to build a CPU to running 5-10 Instances Nox app players . I have researched and looked up online sources from youtube ect. I dont know if the one I about to build is right or compatible together or not. so plese help. This CPU is Dual Xeon E5 2670 32gb ram ddr3 .

Do you have some kind of Budget for this Build and do you already have some of the Parts you want to use?

And is there an exact brand and model of the case? ATX Full Tower PC Gaming Computer Case is a little vague
